happy-puppet syndrome

(hăpē-pŭpĭt)
n.
  1. A congenital syndrome of unknown cause that is characterized by mental retardation, ataxic movements, hypotonia, epileptic seizures, prolonged and easily provoked spasms of laughter, prognathism, and an open-mouthed facial expression.
